Job Title: Safety Manager

Full-time Opportunity | 5 days/week onsite in Downtown Vancouver | $120,000 - $140,000/annum | Must hold a valid Canadian Work Visa


Our client is seeking an experienced Safety Manager to lead the development and implementation of health and safety strategies across multiple waterfront employers. Reporting to the Senior Manager, Safety, this role plays a critical part in advancing industry-wide safety performance, strengthening safety culture, and supporting employers in meeting regulatory and operational safety requirements.

This position involves extensive collaboration with employers, unions, regulators, and third-party service providers. The Safety Manager will also provide leadership and oversight of claims management, return-to-work (RTW), and vocational rehabilitation programs across multiple organizations.

The ideal candidate is a hands-on, solutions-oriented safety professional who thrives in a fast-paced environment and is comfortable managing complex stakeholder relationships while driving measurable safety outcomes.

This person will be expected to travel on-site occasionally to Prince Rupert.

 

Responsibilities:

Safety Leadership & Program Development

  • Provide proactive leadership and continuous improvement across the industry by developing and embedding effective safety management systems and audit programs aligned with regulatory requirements.
  • Research, develop, and implement health and safety policies and procedures in consultation with employers and union partners.
  • Educate, coach, and advise employers and staff on safety best practices and regulatory obligations.
  • Represent employers through participation in industry committees, working groups, and safety-related events.
  • Participate in regulatory review committees and stakeholder forums related to health and safety.
  • Monitor legislative and regulatory changes, conduct impact assessments, and advise leadership and employers accordingly.
  • Develop, support, and coordinate emergency preparedness and response programs, including drills and planning activities.
  • Support the continued development and maturation of the safety management system at an industry training facility.
  • Develop annual safety plans and budgets to support industry-wide initiatives.
  • Maintain cross-departmental communication to ensure alignment on safety priorities and emerging issues.
  • Collaborate with employer representatives to align safety practices, claims processes, and workforce capabilities.

 

Training, Analytics & Continuous Improvement

  • Support and guide incident investigations and ensure corrective actions are identified, implemented, and communicated.
  • Identify workplace hazards and support employers in implementing effective control measures.
  • Analyze safety trends and emerging risks to recommend proactive mitigation strategies.
  • Develop and maintain safety performance metrics and dashboards, providing data-driven insights to employers and leadership.
  • Support the development of safety training frameworks aligned with regulatory requirements and operational competency needs.

 

Claims Management & Return to Work (RTW)

  • Provide high-level guidance on claims management and RTW best practices to ensure alignment with safety objectives.
  • Maintain strong relationships with employers and operational representatives to support effective claims management.
  • Contribute safety expertise to vocational rehabilitation discussions, including job demands analysis and worker capability assessments.
  • Support coordination with third-party claims and rehabilitation service providers.

 

Qualifications:

Required

  • Bachelor’s degree in Occupational Health & Safety, Safety Management, or a related field.
  • 7–10 years of progressive experience in safety leadership roles, including management responsibilities, or an equivalent combination of education and experience.
  • Demonstrated experience leading safety initiatives, audits, and continuous improvement programs.
  • Strong experience managing safety programs, RTW, vocational rehabilitation, and third-party service providers.
  • In-depth understanding of Workers’ Compensation legislation, regulatory compliance, and safety management systems.
  • Experience developing and maintaining standard operating procedures and safety documentation.
  • Proficiency with digital safety management systems, audit platforms, or safety analytics tools.
  • Proven ability to manage multiple priorities in a deadline-driven environment.
  • Exceptional communication and stakeholder engagement skills, including presentations and written reporting.
  • Strong ability to influence diverse stakeholder groups and lead change initiatives.
  • Customer-focused mindset with the ability to work effectively across organizational levels.

Preferred

  • Professional safety designation such as Canadian Registered Safety Professional (CRSP).
  • Operations or maintenance experience in heavy industry.
  • Experience working in unionized and federally regulated environments.
