Our client, one of Canada’s largest public transportation organizations, is seeking an experienced Senior Project Manager – HR Digital Transformation for a 24-month hybrid contract in the Greater Vancouver area.
The Senior Project Manager will join an established technology PMO and lead one or more delivery streams within a major enterprise-wide HR Digital Transformation Program. The program is modernizing HR capabilities across multiple operating companies, with a focus on improving operational efficiency and employee experience, reducing data fragmentation, and enabling streamlined processes, self-service, automation, and advanced workforce analytics.
A key component of the transformation is the replacement of a long-standing PeopleSoft HRMS environment with Oracle Fusion Cloud HCM. The program encompasses business process transformation, data migration and conversion, replacement of approximately 50 existing integrations, organizational change management, and transition from the current HR technology landscape to the future-state cloud platform.
This is a senior project leadership role requiring strong experience delivering large-scale digital transformation, HRMS, ERP, or SaaS cloud implementations within complex enterprise environments. The successful candidate will manage cross-functional technical and business teams, implementation partners and other vendors while overseeing scope, schedule, budget, risks, procurement, governance, quality, and stakeholder communications throughout the full project lifecycle.
Responsibilities:

Lead one or more delivery streams within a complex, enterprise-wide HR Digital Transformation Program
- Manage projects through the complete project management lifecycle, including initiation, planning, execution, monitoring and control, and closeout

Develop business cases and supporting documentation, including implementation plans, budgets, work breakdown structures, schedules, risk analyses, and work package sequencing
- Develop comprehensive project planning documentation in accordance with established PMO methodologies, templates, gates, phases, and governance requirements
- Establish and maintain clear project scope, objectives, deliverables, milestones, dependencies, and success criteria
- Develop, maintain, and monitor detailed project schedules and ensure adherence to key milestones

Manage project financials, including budgets, cash flow forecasts, financial reporting, and budget updates
- Lead project risk and issue management, identifying risks early and developing appropriate mitigation and resolution strategies

Direct the activities of internal and external resources, including Business Analysts, business SMEs, Data Analysts, Systems Analysts, Developers, Architects, QA Analysts, and implementation partners
- Oversee technical delivery activities spanning solution design, build, testing, deployment, data migration, integrations, and change management

Manage multiple suppliers, system integrators, subcontractors, and complex vendor engagements, including supplier performance and contractual obligations
- Provide input into program governance structures, including Steering Committees and Technical Advisory Committees, to support decision-making and achieve consensus on complex project issues

Prepare and deliver monthly and ad hoc project status reports, executive updates, presentations, and governance materials
- Work closely with senior leaders, sponsors, functional teams, technical teams, vendors, and other stakeholders throughout delivery
- Support the program sponsor with planning, documentation, tracking, and delivery of business workstream commitments

Facilitate communication and alignment between business, HR, and technical resources
- Manage project communications, stakeholder engagement, quality, procurement, resources, decisions, risks, issues, and organizational change activities
- Develop and maintain integrated project management plans aligned with recognized project management practices

Prepare and maintain project artifacts including Project Charters, feasibility documentation, communication plans, risk management plans, change requests, meeting materials, and closeout reports
- Support organizational change management activities and ensure appropriate coordination between technical implementation and business transformation
- Lead interdisciplinary teams through complex implementation activities while maintaining momentum and accountability across multiple workstreams and competing priorities
Qualifications:

Bachelor’s or Master’s degree in Computer Science, Human Resources, or a related discipline

6+ years of full-cycle technology Project Management experience, covering requirements gathering, solution design, build, testing, training, cutover, and implementation

Demonstrated experience leading digital transformation initiatives and HRMS, ERP, or SaaS cloud implementations

Experience with Oracle Fusion Cloud HCM, Workday, SAP SuccessFactors, or comparable enterprise HR platforms is strongly preferred

Strong understanding of HR business processes and HR transformation programs is highly desirable

Experience managing complex projects involving data analysis, cleansing, conversion, integrations, and system customizations
- Experience delivering cloud-based technology implementations

Experience working with executive stakeholders and steering committees within large, matrixed organizations
- Proven ability to manage multiple workstreams, competing priorities, dependencies, and complex stakeholder environments

Experience managing complex multi-vendor engagements, large system integrators, suppliers, and contracts
- Strong project financial management experience, including large budgets, forecasting, cash flow management, and status reporting
- Demonstrated ability to lead interdisciplinary teams of technical and business resources
- Strong stakeholder management skills with the ability to build alignment and consensus across diverse groups
- Experience developing and implementing technology and business process initiatives designed to improve operational efficiency

Experience gathering and analyzing functional and technical requirements from key business areas

Understanding of organizational change management (OCM) within technology projects
- Experience with public-sector, unionized, or capital project environments is considered an asset

Formal training and experience in recognized project management methodologies, techniques, and processes

PMP designation is considered an asset but is not mandatory
- Excellent facilitation, leadership, interpersonal, and written and verbal communication skills

Demonstrated ability to communicate with and make formal presentations and recommendations to senior management and executive stakeholders
- Strong business acumen and a proactive, delivery-focused approach

Proficiency with Microsoft Office tools, including Microsoft Project and SharePoint
