Job Title: Senior Project Manager – Cybersecurity

6-month contract | Hybrid in the Greater Vancouver Metropolitan Area | Closing Date: Thursday, August 20th, 2026 | Hourly Rate: $100-110/hour | Must hold a valid Canadian Work Visa

Our client, a major public transportation organization in the Greater Vancouver region, is seeking an experienced Senior Project Manager – Cybersecurity for an initial 6-month contract with the possibility of extension. The position is hybrid, with a requirement to work onsite approximately 40% of the week, primarily from the organization's New Westminster office, with occasional travel to other locations throughout Greater Vancouver.

This is a senior project leadership role supporting a significant Cybersecurity and IT Resiliency transformation program designed to strengthen enterprise security and respond to the increasing frequency and sophistication of cyber threats. The organization has established a cybersecurity strategy, updated its architecture, and developed transformation and implementation roadmaps that will now be delivered through a portfolio of technology initiatives.

The successful candidate will lead complex cybersecurity and technology projects through the complete project lifecycle, overseeing scope, schedule, budget, procurement, risk, quality, resources, stakeholders, communications, and delivery. You'll work with senior leaders and multidisciplinary teams that may include Project Managers, Business Analysts, Solution Architects, Developers, Data Analysts, QA resources, vendors, and business representatives.

This opportunity is best suited to a seasoned technology Project Manager who has successfully delivered large-scale enterprise systems implementations and brings meaningful cybersecurity or information security project experience.

Responsibilities:

• Lead complex cybersecurity, IT resiliency, and enterprise technology projects from initiation and planning through implementation, transition, and closeout
• Manage multidisciplinary teams consisting of internal resources, consultants, technical specialists, business representatives, and external vendors
• Develop and maintain comprehensive project plans, schedules, work breakdown structures, budgets, resource plans, risk registers, and related project documentation
• Establish and manage project scope through appropriate governance structures, ensuring clear expectations and stakeholder alignment
• Monitor project schedules, milestones, dependencies, and deliverables, developing corrective action plans when required
• Identify, assess, document, and manage project and program-level risks, issues, actions, and decisions
• Manage project budgets, financial forecasts, procurement activities, contracts, subcontractors, and supplier performance
• Oversee technical delivery activities spanning solution design, build, testing, deployment, and change management
• Coordinate internal and external resources, including Project Managers, Business Analysts, Solution Architects, Developers, Data Analysts, and Quality Assurance professionals
• Provide leadership and direction to large, matrixed project teams while fostering a collaborative and productive working environment
• Work closely with senior technical and business stakeholders to resolve issues, manage dependencies, and maintain alignment with broader program objectives
• Participate in Project Steering Committees and Technical Advisory Committees, facilitating discussions and helping stakeholders reach consensus on key decisions
• Prepare executive-level project reporting, presentations, decision materials, status updates, and ad hoc communications
• Develop and maintain RAID registers, project change requests, financial updates, governance documentation, and closeout reports
• Support organizational change management activities associated with technology implementations
• Ensure project delivery follows established project management methodologies, governance controls, and PMI-aligned practices

The engagement requires comprehensive project management across scope, schedule, risk, team leadership, budget/contract management, and technical delivery.

Key Deliverables:

The Senior Project Manager will be responsible for producing and/or overseeing deliverables such as:

• Business cases and implementation work plans
• Project charters and project initiation documentation
• Work breakdown structures and detailed project schedules
• Integrated project management plans
• Communication and risk management plans
• Budget updates and cash-flow forecasts
• Project status reports and executive reporting
• RAID registers
• Steering Committee and Technical Advisory Committee materials
• Organizational Change Management documentation
• Project and program change requests
• Project closeout reports

These deliverables form part of the organization's standard project delivery methodology.

Qualifications:

• 8+ years of full-cycle project management experience delivering large and complex technology or systems implementations
• Demonstrated experience managing both on-premises and SaaS implementations, from requirements gathering through implementation and operational sustainment
• Experience managing projects with budgets exceeding $2 million
• Experience leading teams of 10+ resources, including matrixed internal and external team members
• Strong experience delivering technology modernization, systems implementation, or business process improvement initiatives
• Demonstrated knowledge of project scope, schedule, risk, issue, change, resource, budget, procurement, and quality management
• Strong experience gathering and working with functional and technical requirements
• Proven ability to coordinate complex programs involving internal teams, external vendors, and multiple stakeholder groups
• Extensive stakeholder management and consultation experience
• Strong executive communication skills, including experience preparing and presenting materials to senior management and executive stakeholders
• Ability to manage competing priorities and complex dependencies within a fast-paced project environment
• Experience aligning individual project strategies and deliverables with broader program objectives
• Experience supporting or leading Organizational Change Management (OCM) activities
• Formal training and demonstrated experience applying established project management methodologies and best practices
• 8+ years of full-cycle project management experience, including large implementations, $2M+ budgets, teams exceeding 10 resources, and extensive stakeholder and project-control experience.

Preferred Qualifications:

• 5+ years of Information Security or Cybersecurity implementation experience
• PMP designation
• Bachelor's or Master's degree in Business Administration, Computer Science, or a related discipline
• Experience delivering technology initiatives within the Canadian public sector
• Experience working within formal enterprise PMO and governance environments
• Experience leading large-scale cybersecurity transformation, IT resiliency, security modernization, or related enterprise security initiatives

Cybersecurity implementation experience, relevant post-secondary education, and PMP certification are specifically identified as desirable qualifications.
