Job Title: Senior TMO Practices Lead

12-month contract | Remote in Canada (Working in PT) | Closing Date: Friday, October 2, 2026 | Must hold a valid Canadian Work Visa


Our client, one of British Columbia’s largest transportation and marine organizations, is seeking an experienced Senior TMO Practices Lead for a 12-month remote contract, with the possibility of renewal. This is a senior portfolio management, governance, and transformation role focused on implementing end-to-end improvements to project and portfolio management practices across both PMI-based delivery and the Scaled Agile Framework (SAFe), including Lean Portfolio Management (LPM). The successful candidate will help streamline governance processes to make them more efficient, agile, and proportionate to the size, complexity, and risk of individual initiatives.

The Senior TMO Practices Lead will take approved improvements from problem definition through solution design, implementation, pilot, adoption, and handover. Working across Project and Program Management, Portfolio, Finance, Procurement, Resourcing, business sponsors, and project teams, the Lead will develop practical operating models, processes, governance controls, templates, dashboards, and other tools that strengthen portfolio delivery.

A key focus will be helping shape a hybrid governance model where traditional stage-gate controls for capital projects coexist effectively with Lean Portfolio Management practices for platform and product delivery. The role will also support the TMO roadmap, structure improvement initiatives into sequenced workstreams, and coach internal resources to ensure new practices remain sustainable beyond the engagement.

The role will additionally explore practical opportunities to use AI and automation to improve TMO processes, leveraging tools such as Microsoft 365, Copilot, SharePoint, Power BI, Power Automate, and PPM platforms to accelerate analysis, reporting, documentation, and portfolio management activities.


Responsibilities:

  • Lead the end-to-end implementation of approved TMO, project management, portfolio management, and governance improvements
  • Assess current-state processes and identify pain points across Project and Program Managers, Portfolio Directors, Finance, Procurement, Resourcing, business sponsors, and project teams
  • Translate identified problems into practical solutions, target processes, and operating models for leadership approval
  • Support the definition and implementation of the broader TMO roadmap
  • Design and improve project and portfolio management processes across both PMI and SAFe delivery models
  • Develop a hybrid governance approach that effectively integrates traditional stage-gate project controls with SAFe and Lean Portfolio Management practices
  • Create and maintain supporting governance artifacts including process maps, templates, procedures, guidance, RACIs, controls, and dashboards
  • Validate proposed processes with project teams and business sponsors and lead appropriate proofs of concept and pilots
  • Embed approved improvements into project lifecycles and governance gates
  • Train and coach TMO team members, Project Managers, Project Coordinators, and Analysts on new methods, tools, processes, and standards
  • Develop documented and repeatable processes and monitor adoption and outcomes following implementation
  • Structure assigned TMO roadmap initiatives into a sequenced backlog with milestones, owners, dependencies, and success measures
  • Drive roadmap execution, monitor risks and dependencies, and escalate decisions appropriately
  • Support portfolio financial management processes including budgets, forecasts, actuals, variance analysis, and labour cost allocation
  • Define and improve portfolio reporting, KPIs, dashboards, and data models supporting project health and financial reporting
  • Participate in working sessions with internal stakeholders and external advisors and translate assessment findings into practical roadmap options and recommendations
  • Identify opportunities to apply AI and automation to TMO processes, including status reporting, RAID consolidation, documentation, analysis, and other repeatable activities
  • Use approved Microsoft and AI technologies to accelerate the development and refinement of processes, templates, training materials, analysis, and reporting
  • Ensure AI-enabled processes comply with applicable data, privacy, and security requirements
  • Track implementation results and adoption and provide regular progress reporting
  • Develop knowledge transfer materials and complete a structured handover to ensure improvements remain sustainable after the engagement


Qualifications:

  • Bachelor’s degree or diploma in Business, Information Systems, or a related discipline
  • 7+ years of experience in project, program, or portfolio delivery, including at least 5 years within a PMO, TMO, or Portfolio Office in a senior analyst or lead capacity
  • Demonstrated experience improving or maturing project and portfolio management processes end-to-end, from problem definition and process design through validation, piloting, training, implementation, and adoption
  • Hands-on experience working within a SAFe environment, ideally including Lean Portfolio Management practices such as portfolio Kanban, epic funding, and PI Planning
  • Strong command of PMI standards and SAFe Lean Portfolio Management, with the ability to determine the appropriate governance approach based on the work
  • Experience operating within hybrid delivery environments where traditional stage-gate and Agile delivery models coexist
  • Experience reconciling traditional and Agile delivery approaches across governance, portfolio management, and reporting
  • Strong experience with project financial processes including budgeting, forecasting, actuals, variance analysis, and labour cost allocation
  • Strong process design and documentation skills, including process mapping, RACIs, procedures, templates, and control frameworks
  • Experience with portfolio reporting and analytics, including KPI definition, dashboard design, project health reporting, and financial data models
  • Advanced proficiency with Microsoft 365 tools including SharePoint Lists, Power BI, Power Automate, Excel, and Teams
  • Familiarity with PPM and Agile tooling such as Jira, Planview, or Microsoft Project
  • Practical experience using AI tools to accelerate project documentation, analysis, and reporting
  • Experience with generative AI tools such as Microsoft Copilot, including prompt design and responsible use for business documentation, is considered an asset
  • PMP or equivalent project management certification
  • SAFe certification such as SAFe Agilist (SA), SAFe Program Consultant (SPC), or SAFe Lean Portfolio Management (LPM)
  • Proven ability to independently take a complex problem, develop an appropriate solution, and drive it through implementation and adoption
  • Strong experience leading cross-functional process improvement initiatives involving multiple stakeholders and changing priorities
  • Excellent organizational, communication, facilitation, and stakeholder management skills
  • Experience working with and supporting Directors and Executive sponsors
  • Demonstrated ability to influence and build agreement across Finance, Procurement, Project Management, and business stakeholders without formal authority
  • Strong coaching and knowledge-transfer skills with a focus on building sustainable internal capability
  • Experience within a large, complex, or regulated organization, such as transportation, utilities, public sector, IT, or financial services, is considered an asset
