Job Title: Senior Infrastructure Project Manager / Business Case Lead (Healthcare IT)
12-month contract | Hybrid in the Greater Vancouver Metropolitan Area | Must hold a valid Canadian Work Visa
A leading healthcare organization is seeking a Senior Infrastructure Project Manager / Business Case Lead to support large-scale enterprise infrastructure initiatives within a complex, mission-critical healthcare environment. This role has a strong dual focus on business case development and full lifecycle infrastructure project delivery, with an emphasis on supporting clinical systems and digital health environments. You will be responsible for building clear, evidence-based business cases to secure funding, while also leading the execution of infrastructure projects that enable critical healthcare technologies.
The ideal candidate brings deep experience in healthcare IT environments, including infrastructure supporting Clinical Information Systems (CIS) such as MEDITECH, Cerner, Epic, or similar platforms, and is comfortable working within highly governed, stakeholder-heavy environments.
Responsibilities:
Business Case & Proposal Development
• Lead the development of detailed, evidence-based business cases for enterprise infrastructure and healthcare IT initiatives
• Write business cases and project charters aligned to organizational priorities, funding models, and healthcare governance requirements
• Translate complex infrastructure and clinical system requirements into clear, compelling documentation for executive decision-making
• Collaborate with clinical stakeholders, finance, architecture, and technical teams to define scope, benefits, risks, and cost models
• Present business cases, investment strategies, and recommendations to senior leadership and governance committees
Project Delivery & Management
• Lead full lifecycle delivery of enterprise infrastructure projects, ensuring alignment with scope, schedule, budget, and quality
• Deliver infrastructure initiatives supporting healthcare systems, including environments integrated with MEDITECH, Cerner, Epic, or similar CIS platforms
• Manage projects across core infrastructure domains including networking, firewalls, load balancers, storage (SAN), backup, remote access, voice/telephony, and data centre technologies
• Coordinate site remediation and infrastructure refresh efforts to support clinical and operational systems
• Facilitate governance processes and ensure alignment across technical, clinical, and operational stakeholders
Vendor & Stakeholder Engagement
• Build and maintain strong relationships with clinical leaders, IT teams, vendors, and external partners
• Manage vendor deliverables and ensure alignment with enterprise infrastructure and healthcare system requirements
• Provide guidance on business case standards, ensuring consistency and quality across multiple initiatives
Financial & Risk Management
• Oversee project budgets, procurement processes, and financial tracking for infrastructure initiatives
• Identify, manage, and escalate risks and issues within structured governance frameworks
• Monitor scope, cost, and timeline changes, ensuring transparency and alignment with leadership expectations
Qualifications:
Experience
• 10+ years of experience delivering enterprise IT infrastructure projects in large, complex environments
• 6+ years of experience developing business cases, funding proposals, and project charters
• Proven experience within healthcare or clinical environments such as health authorities, hospitals, or regulated healthcare organizations
• Direct experience supporting infrastructure for Clinical Information Systems (CIS) such as MEDITECH, Cerner, Epic, or similar platforms
• Experience delivering infrastructure upgrades and changes within live, mission-critical environments
Skills & Abilities
• Strong business case writing skills with the ability to develop clear, structured, and persuasive documentation
• Ability to translate infrastructure and clinical requirements into business value and funding justification
• Excellent stakeholder engagement skills across clinical, technical, and executive audiences
• Strong project management capabilities in complex, matrixed, and highly governed environments
• Advanced analytical, problem-solving, and organizational skills
• Proficiency with MS Office tools including Word, Excel, Visio, and Project
• High attention to detail with a focus on quality and consistency
Certifications & Education
• PMP, PRINCE2, or equivalent certification required (ITIL considered an asset)
• Post-secondary education in Project Management, Health Administration, Business Administration, Information Management, or a related field, or equivalent experience
Additional Requirements
• Strong understanding of healthcare governance, compliance, and regulatory frameworks
• Experience working with clinical stakeholders and supporting digital health initiatives
• Proven ability to integrate change management and process improvement into project delivery
• Experience developing business cases in collaboration with finance, procurement, and executive leadership teams
